I think there is also a setting in there somewhere where you can choose to have the pop-up response to a key touch or the double-tap key response.
I also think it may depend on the device. Before I had my current Optimus 2, the phone I really wanted was an Avail. But the keys on the keypad weren't vocalizing.
I was new to Android, so didn't try to download any other keyboards to try, and traded it back in.
There is a keyboard I have heard of called Jellybean Pro that is supposed to be good. I'm certainly no expert since I am new to Android, but hope this helps.
