[accesscomp] sapi 5 engine broken

I posted a message some time ago asking for help with the sapi 5 engine.
Whenever I open the speech folder and try to reach the text to speech
tab I get a run dll error message.
Apparently, the sapi 5 engine is not on my system or it's in need of repair.
I followed some of the suggestions that were offered at the time, but I
got the same error message.
I'm running XP service pack II.
Before I contact Microsoft directly I'd like to see if anyone on the
list can help me.
