interestingly Henry when I went to look at and is it was turned on already by 
default.

If hints are set to on, Voice over will give an indication on how to activate 
the item which is selected.  Thanks to angela, I have now found where to set 
hints it's within the verbosity setting in Voice Over.

What do you mean by hints?  Perhaps you could give us an example of how you 
used hints prior to updating to iOS10
