[access-uk] spare cable needs identifying

Hi everyone,

this is a long shot and rather stupid of me to post this question here but, 
at the moment, I'm not sure where else to go with this question and.... 
someone might have a good idea after they've red my description.

Ok, getting this new hard drive of mine and starting from scratch, I'm 
looking at everything that came with my new motherboard, graphics card and 
other new components.  Now, I've come across this clear bag with a cable in 
it before!  i don't know what the cable is.

it's black, I'd say it's a long cable too.  The connectors are silver and 
round.  using the magnifier to look at the connectors closely, they have, 
what seems to be four tiny pins in them.  On the bag it says. E.I.C.E - 
CALL.  that's about it.  i would call up my dad's friend who did the thing 
for me but, he's not contactable anymore.  I've tried in the past on a 
hadful of matters and no joy.

I am wondering if it is an IDE cable that would do for the new hard drive?

if this makes sense to anyone, please let me know.
ya never know, someone might recognise it.
