Hi Andy.
I've not tried this app, but there's the blind accessibility keyboard
that claims to do what you're looking for. it costs £4.99 but it should
be easy enough to get a refund if you don't like the app within a few
hours of trying it. typing modes include lift to type and double tap. it
has multiple layouts to choose from and it also has on screen arrow keys
which could be interesting if they work. its at:

cheers,
Mo.

Hi Andy,
Not that I know of, you have to move your finger to the key then lift.
All the best
