Hi Janet,
There are two options.
First, start a new email, switch the VoiceOver roter to edit, swipe down
until you hear insert photo or video, and double tap.
Second, go to the photo you want to send, when your viewing it double tap
share at the bottom of the screen, and choose email from the share options.
