battey running down. Seems more normal now.

i think you will find you have voice control turned on rather than the
dictation mode being activated.
just tell Siri to turn off voice control and this problem should stop.
voice control isn't working well for people using VoiceOver speaking through
the internal speakers but works fine if you are wearing headphones.
