[access-uk] import duty

am i right in thinking that you pay import duty on parcels that contain a value
of twenty eightpounds or above, if so, does it matter if the parcel contains
one item or several.
my friend reckons that i won't have to pay the dutyon parcels from hong kong
etc as the value of any one of the items will only be around twopounds but i
thought it was the value of the parcels contents and so i'd have to pay it if
the value reached the limit
also, what is the percentage paid in duty.
