[access-uk] blocking?

hi guys,
Sometimes when I try to download files from the Internet. I'm getting an
error message.
The error: Internet Explorer has blocked this website.
Not sure, whats going on, I've already switched of the popup blocker in IE.
I'm running IE6, with xp home.
