Try the Talkback gesture for opening notifications, by default, its right then
down in one motion.

Ihave never used a Samsung but if it like stock Android you should be able to
find settings in your app list.
On your home screen you should see an option to go into apps and then settings
should be in the list there as an app.
Navigating the settings app is pretty straightforward.
You can access quick Settings in the notification shade area which I personally
find more fiddly. Try putting 2 fingernails either side of your phone screen
at the very top and pulling down.
In theory this should open the notification shade but I find it fiddly myself
and tend to use the settings app even though it takes a little longer to get
there.

Hi
I am still learning how to use my samsung galaxy a 3 2017, I have a few
settings I want to change but can’t find them to enable me to change them, Ok I
need a bit of help sorting it out.
Where can I get some support or even some tuition on using android phones or
devices and I believe there is a book called getting started with android, what
is the url for this please?
I have a nexus 7 tablet, what is the latest nexus device available please?
