[access-uk] Windows Running in Safe Mode

Hi List.

On trying to install a couple of programs over the last day or so, I've had 
the following message pop up:

"Windows Installer
The Windows Installer Service could not be accessed. This can occur if you 
are running Windows in safe mode, or if the Windows Installer is not 
correctly installed. Contact your support personnel for assistance. OK"

Now, I've just got my PC back from the shop - the third time in as many 
weeks - and I'm wondering if this is something they've done during a repair?

Is there anything I can do to check out this Safe Mode situation, or is this 
strictly an eyes only problem?

Oh, its XP, in case that's relevant.
