If you hit the windows key and I, then type install apps and tab across, you'll
hear choose where to install apps from. Hit enter on this, and you'll get to
a selection box, arrow up and down in this, and when you are on the choice you
want, press alt and f4. If you choose anywhere, it will act like there is no
barrier on installing apps, if you choose warn me first, there will be a
warning dialogue you will have to pass before installing the app.
My bet is you have, install from app store only at the moment selected, this is
the default as far as I know.
