[access-uk] VO Fix in iOS 8.1.2

Hi,
I've just found a fix invoice over introduced in iOS 8.1.2. In previous
versions of iOS 8, it has been impossible to move apps or folders with the
double tap and hold gesture when moving icons around on the home screen. With
this update, this bug appears to have been fixed and so now, when an
application or folder is located in the bottom row of the home screen, it is
able to be moved around with a double tap and hold gesture as normal.
