My assumption was due to the lack of vat exemption forms, on the "sauce for the goose, sauce for the gander" principle. Given the requirement for vat exemption form completion by companies such as those I've mentioned I assumed that were vat not being charged the RNIB would do likewise. Although in this particular instance it was a wrong assumption it would be equally wrong for the impression to be given that the RNIB don't charge VAT to blind customers. It all depends on what the product is. They sell many products which wouldn't be vat exempt. That is because they are known to the Inland Revenue as an organisation selling to blind people. However small access companies are not so known to inland revenue, so forms are completed.
