I bought the Communiclock from RNIB about a year ago and it cost around £23.
It will announce the time and if you hold down the button it also announces
the day, date and year.  It doesn't have a backlight as it does not have a
screen.  It's a very clear voice too, in UK English, male.

There is such a clock, (I think) as I purchased one from RNIB for about £40
months ago.  There is no back light.  You might find it expensive though.
