In Windows XP, it can occur if you leave your finger on a key for more than 5 seconds. When this happens, I normally press escape straight away to get out of the situation.

Peter,

The only time I know this message to appear is if I've pressed the Shift
key five times in succession. When the message appears, I can Tab to a
link and press Spacebar on it to go to the Ease of Access Center. Note
that Enter doesn't work to activate the link, at least not for me. I can
then Tab around that screen and turn off the Shift key method of
starting sticky keys.
