With Jaws you go into the Configuration Manager and you can set pages
not to refresh in the HTML Options bit.

Billy, I can only speak as a window-eyes user, but what you do is press
alt=20
shift M.  You will hear a message (suspend flash), while holding the alt
an=20
shift keys if you press the letter m again you will hear the message=20
(suspend all) and if you press  the letter m again you will hear the
message=20
(suspend off.  Hope I have been of some help.
