I suspect that the step you are not taking is in step two where you have
to use the drop down menu to specify the type of content you want to
remove.

Remove Items from Your Content Library
Permanently remove books, audiobooks, periodicals, and personal
documents by deleting them from Manage Your Content and Devices.
*Important: *After you delete an item from Manage Your Content and
Devices, you will no longer have access to re-download the item unless
you purchase it again.
1. Go to Manage Your Content and Devices <https://www.amazon.co.uk/mycd>.
2. From *Your Content*, change the *Show * drop-down menu to the
appropriate category, if needed.
3. Select the title(s) that you want to delete, and then select *Delete*.
4. To confirm, select *Yes, delete permanently*.
