I don't think you are doing anything wrong. Jaws OCR is my experience complete rubbish with OCR on the web, at least with Firefox. I could not get anything either with your link using standard techniques.
The work around I use is to try and save the image for off line viewing. Then open the image in another app. I use Irfanview and put the image into full screen mode. In Irfanview you simply press enter once the image is open to achieve this.

Then try running Jaws OCR again. Doing this on your link after downloading the jpg produce the following results from Jaws OCR copied from the speech history below.
I often wish Jaws would simply get its existing features working properly before adding new ones.
