That's because the download button for the program is a Flash video. I mean, really. I despair sometimes. You'll have to tab in WebbIE web view or Firefox until you hear "Install BBC iPlayer Desktop", then hit return, then tab around inside the Flash video until you hear Yes, then return, which will try to install Adobe Air and then the application. There will probably be a popup window called "Application Install" and an Install button to tab and return to at some point too.
