If you go to some website which is blocked by internet explorer, or you want to download a file IE pops up a message in the notification bar. To get to it press ALT + N. This puts you in the notification bar. Then press space bar and that pops up a menu. Choose what you want from there.

You cna only move to the notification bar when there is a message there. IE makes a sound when a message pops up. Usually these messages pop up either when you try and download a file, a website tries to bring up a pop up or a website is trying to install an add in to make the website work properly.
