For what it is worth, I had the same problem last year and recovered everything with a program called Power Data Recovery but it costs $70 for an individual license. It also recovered very old deleted folders and files as well so I needed some help in sorting everything out with my low vision but the program worked extremely well.

Several years ago, i used a program called "Restorer 2000 to restore an external hd that had gone south and that my computer did not recognize as a formatted drive anymore.I do not know if this program is still availble or where to find it.
