Only a small proportion want this and most people prefer to make renewals via the telephone. In the end this is a business decision as the benefits of offering on line renewals are outweighed by the costs involved. I am not sure, therefore, what you mean about the comment that 'it isn't viable' without trying it out? Hope this clarifies the position.
