That’s odd, I have never had this issue. I have (Preview) set to five
lines, so I mostly read messages and reply or forward them without
having to open them. I too have multiple email accounts. Do you forward
from within the All Inboxes folder? Though I very much doubt this has
any bearing on the matter.

One caveat is that if you flick up before the message is opened, I have found
in the past that the wrong message is sent. .....and no, it was not because I
flicked on the wrong message or anything like that. I sent one to a friend,
which was the wrong mail and then I tried to send one to myself and got the
same problem. Maybe multiple email addresses doesn’t help...

Hi.
I always use the Forward option from within Reply.

Hi, just to add, you can also flick up/down on the message before you open it
and choose (More), you will then be presented with a forward button along with
a couple of other commands. However, I found that for some reason, to forward a
message with attachments you have to open it first and go through the steps
which others have mentioned, otherwise, the message is sent without the
attachment.
