It is not a free option but TextAloud 3 might do something like what you want
with a little bit of fiddling.
Text Aloud has a File Spllitter Utility built into it which has the option to
split files by size paragraph or by key text.
The easiest way I have used it in the past is to split a file using the key
text feature – for example using the text chapter whill often split a book into
chapters if the chapters heading include the word chapter in it.
So the hope is that your headings contain a term that regularly appear so that
Text Aloud will split the file at those heading.
If this is not the case it might be more fiddly – you could manually insert a
term like *** at each heading and ak ask Text Aloud to Split the files hbere I
suppose.
Once the files are split you can load them into Text Aloud and the mp3 file
will be created as normal.

Hello Everyone.
Does anyone know of a decent application that I can use to convert a
HTML file containing headings in to MP3? I want the file to split every
time a heading is detected. I have tried using Balabolka, but I can't
find an option anywhere to split at the point that there's a heading.
