The answer to this most probably is that those stores might want VAT
exemption certificates whilst the RNIB sells   products to their blind
and partially sighted customers VAT exempted anyway!

Surely not!  Why could a main-stream sho not sell it VAT exempted if the

RNIB is selling the same model and you can prove you are blind.
