A couple of weeks ago my account spontaneously changed language to an
Indonesian dialect. Having asked around, I gathered that it had happened to
quite a few people.
The correction was by the key-press count method, and then changing the
password.

Probably the only way this could be done is through dropbox website. When
logged in to the account, they would need to locate the button that has
their name on it, then click settings, then general. In there there should
be an option to select the language. Of course the problem may be that the
language change has taken affect globally so when on the website it may be
displayed in whatever other language your friend chose, in which case it
may not be very easy to locate the settings menu. I'm not really sure what
they can do in this case.Sorry.
