Bob:  

        A good compromise that would assist in accomodating all
disabilities would be insstalation of universal wireless or hardwire
connections and communications protocols to permit people with various
input or output needs to use there individual devices to appropriately
communicate with the voting machine.  These are called electronic
curbcuts.  

        Is this perfict?  No, but it could be a great start.  For
example, when people need to use augmentative communication devices, it
is preferable for them to have there own customized devices, anyway.
