[1stPickPCHelp] friend needs help

Can anyone help my friend? she is from a painting list, where
correct color is vital.

I just had the weirdest thing happen! I restarted my computer
and the cursor and window backgrounds, etc. are all YELLOW!
If I try to use PS, the white canvas is yellow!
I went and checked my desktop appearance and they are showing
yellow but even after changing them to white, etc. yellow is
still there!
I even backed up my registry to a day ago and still Yellow!
I don't think it can be my monitor because I can still see
white in jpegs, etc. but everything else has a yellow tinge
to it.
Everything has a yellow border around it.
HELP!
