Chances Fund (LCF).
Big Lottery Fund is currently supporting the Office for Civil Society in
developing this Fund.
LCF aims to help people in society facing the most significant barriers to
leading happy and productive lives. It will support new social investment
start-up funding to local commissioners and service providers contracted by
commissioners. The contracts to be funded by LCF will be primarily payment by
results contracts, where the initial financial risk is taken by a social
investor. These contracts are called Social Impact Bonds (SIBs). One of the
main objectives of the programme is to grow the number and scale of SIBs in
England, thereby bringing new sources of funding to local commissioners and
providers.
SIBs can create space for socially innovative interventions to be commissioned
without putting commissioners at financial risk: the commissioner only pays for
interventions once outcomes have been achieved and savings to pay for outcomes
have been generated. They also take the risk of paying for start-up costs away
from providers (to investors); and so open up the local market to a wider range
of new, often smaller community-based providers.
LCF will provide top up funding to local commissioners to help pay for around
20% of total outcomes payments. LCF will also help to fund the development of
SIB proposals with a typical contribution of £30K, with larger grants provided
to multi-commissioner models and those working in new social policy areas like
Early Years.
LCF focuses on early stage prevention in particular policy areas through a
series of social policy thematic call outs for applications. We will be running
three free events in mid-January focusing on two of these areas, namely Early
Years and Youth Services which are the next LCF thematic call outs. We would
like to invite a representative of your organisation to attend.
There will be commissioner, service provider, investor and intermediary led
sessions from organisations that have developed SIB proposals through to
launch, with plenty of opportunities to ask questions, as well as a briefing on
LCF itself and opportunities to network; so this will be an excellent
opportunity for finding out more about LCF and to build networks with other
stakeholders. We will also provide you with materials to help you assess your
SIB related needs, including directories of technical support providers and
social investors.
