[wisb] Lake Mendota freezing up fast

I just went up to the 4th floor and checked Lake Mendota - it's freezing
up pretty rapidly. Probably only a third of what was open just
yesterday is still open water. If the Barrow's GE is still around,
it'll probably be quite a ways out, although it looked like most of the
open water was towards Picnic Point. With the low Wednesday morning in
Madison forecast to be around 10 above (it was near zero this morning)
and light winds, there may be little open water by tomorrow.
