[wisb] Barrow's Goldeneye

Tom Prestby's group found an adult male Barrow's Goldeneye at the mouth of the
river. This may be the same bird that was seen here the past 2 winters. After
Tom's first call about the kittiwake I updated the WSO Hotline. On this update
I advised people to start checking Sheboygan and Virmond Park for Barrow's
Goldeneye. It's nice to be right once in a while. Of course his call about
the goldeneye forced me to re-update the hotline.
