[wisb] Alert Black-legged Kittiwake

Tom Prestby just called to report a juvenile Black-legged Kittiwake that he
found in Port Washington, Ozaukee Co. It is sitting on the water just north of
the Harbor Shores Restaurant which is north of the harbor.
