Not an answer to your question (which is a good one, and I'm not sure why it
would have changed) but a possible solution.

Subject: [windows2000] Windows 2003 Time and Date Stamping

Does anyone know of a way to turn off automatic Time and Date stamping of
files when installing a program in Windows 2003?

  Here is the issue:

I install the product on Windows 2000 - it retains the original Time and
Date that the program was created (all files and folders) - this is correct
and the way it needs to be for my application.

  In Windows 2003

I install the product - it gives all files and folders the current Time
and Date - this is not good for my application.

The program is written in Providex and the installation is compiled with
Wise 9.02. There must be something different with Windows 2003 as this is
the only time that the Time and Date retain the current time at
installation.

  Thanks
