Wininstall Lite is packaged with Windows 2000 Server. Not used it
myself, but its the free option. (Assuming you have bought 2000 Server i
guess.)

MSI's installed via GPO.
And I use Visual Studio to make the MSI's... there is even a free Visual
Studio Installer application that you can use if you don't use VS.
