place that server in a OU, make a policy, enable both user and computer 
policyes.
in the user policy, set all settings you would like for that server. in 
computer settings, enable loopback processing mode.

now all users logging on to this server will use user settings wich reside in 
this OU.

How can I have a custom start menu on a few servers different than all of
the others? Folder redirection is a way to manipulate the start menu from a
GPO but it is a user setting not a computer setting. Is there any way to do
this on the computer side?
