SQL 2005 has switched that. There are now three options: 1. Per Processor on the server that will run SQL 2. Per User, no matter what device they used 3. Per Device, no matter what user. The example that they give is a call center, where there are three shifts of 100 employee each, but only 100 total computers... You can buy 100 Per Device CALs in that situation, instead of 300 Per User CALs.
