I think MS has gotten much better about this in Windows 2003.  I haven't seen 
it for myself but that is what the propaganda says so far.

Just one thing to add... Why do most OSs install all dumb services/daemons
default? Microsoft does great on that... The sys admin must not know
anything, so lets just install everything! Shouldnt it be the opposite? If 
he wants to use the service, go learn about, install it and configure....
