*scratching head* Uh, why is that?  Our network isn't flat and we don't use 
WINS, just DNS.  Last time I checked it was "Can We Buy Large Hard Drives"

C  Cache
W  Wins
B  B-Node broadcast
L  LMHosts File (netbios names)
H  Hosts File
D  DNS Server

So as you can see, without wins, you can still use the Cache, Hosts File, 
and DNS for non-local resolution.
