As far as I understand California's laws - it does not matter where the
business headquarters are - the location of the client within California
makes them eligible to be 'protected' by those laws.

That is pretty f-ing stupid. So google just moves it's headquarters out of
California and thereby bypasses their pissy legislation and California loses
a whole lot of tax dollars.
