I am able to get most of my 8Mbs down, and most of the time 1,1 Mbps up.

With that said, don't expect to much, the speed depends on so much, like how
long you're from a telestation, quality of cabling, time of day, even the
cable modem brand may affect.
However, if you regularly don't get more than half, or less, you pay for, I'd
have a talk with my ISP.
You might want to check the applet available on <http://tptest.se/>,
specifically <http://tptest.se/documents/tptest/klient/tptest5_0_1-setup.exe>.
For you savvy in speaking Swedish, the applet connects to a server of you
choice and measures the up and down speed. The server preloaded in the applet
are focused on Sweden, but it's possible to add you own.
Tptest.se is an affiliate to the Swedish National Board for Consumer Policies.
The applet itself should be fairly easy to use, althugh it's in Swedish AFAIR.
