It iterates the different commands in ntdsutil and briefly mentions what it does. Precreate is mentioned thus: "precreate %s %s=20 Creates a cross-reference object for the domain %s1 allowing a server named %s2 to be promoted as the domain controller for that domain. The domain name must be specified by using a fully distinguished name, and the server must be named by using the fully qualified DNS name" This is what I already knew, but is obviously not enough since it doesn't work. The explanation above gives the impression that it is similar to create a computer account in the domain before installing the machine. Empirical testing shows that this is not the case. Something else seems to be needed. I did find an instruction page on Virginia Tech <http://www.w2k.vt.edu/EAScenarios.pdf> on how they have done it. But it was far to complex for our need and still didn't explain _why_ certain things were done. Currently I can't reach their website so I can't look for more. I appreciate your effort though.
