We have this set up using Cisco routers at both ends of our leased
lines. I did not set it up, so I am not sure of all the details. We
have our routes set up to use line A, when that line goes down, all
traffic is switched to line B (via the router). When line A comes back
up, all traffic is switched back. A competent Cisco technician should
be able to set this up for you.
Hope this helps
