[windows2000] Fail-over in Win2000

Hi all,
My compay have two lease line (A and B) and one server. i want the
server can be fail-over in Windows 2000. e.g Lease Line A is down .then
oversea user can be access the server through lease line B. if Line A is
working . than auto switch to line A .
i need buy hardware or software in this process. Please tell me !!! Thank
