[windows2000] Cookies in Internet Explorer

Hi all,

Why are there cookies saved in both "c:\documents and
settings\sorin\cookies" and in "C:\Documents and
Settings\Sorin\Local Settings\Temporary Internet Files", and when I
choose to  clean them out, only the ones in the latter are deleted.
The ones in "c:\documents and settings\sorin\cookies" are still
there.

Why is this??
