You would apply your GPO to an OU. The users and computers would need to be
in that OU. Keep in mind that you can't apply GPOs to thee default User and
Computer Container.  You need to create a new one and move the object to
that new OU.  If you want to filter the GPO further for specific
users/Computers in that OU, use the security permission tab to apply/deny
the GPOs.

How do you apply a security policy to a specific group on stand-alone
Windows 2000 pro computer? I know about the group security snapin for mmc,
but how od you apply the settings to a specific user or group?
