Basically, the correct path is:
c:\program files\Winamp\plugins
and the next step after that is to launch Winamp, go into the preferences,
go to dsp/effect, and configure it from there. I don't know what kind of
music you'll be playing on your station, but I have all 3 sets of radio
buttons at their maximum, so I would just do a little experimentation and
see how each combination sounds.
That way, you'll know what's best for your particular station and the kind
of stuff you play. I play a lot of harder rock on my shows, so I have
everything cranked up to the max.

things. What is the path that I need to extract the file to? And, once
the file is extracted, then does it need to be installed or is the next
