Missing Nullsoft wave out plug in

Hi folks,
I just recently had to do a re-format and clean install of Windows XP
home on my system. but, when I re-installed the latest version of
Winamp, in the Output section of my Plugins, the Nullsoft WaveOut plugin
is missing? What the heck?
Does anyone have any ideas why this happened, and how I can fix it?
