Among a number of other diagnostic things that you need to consider, have 
you added the 'dsclient' code (found on your win2k server cdrom in the 
\clients directory?) to your 9x machines? this upgrade facilitates 'upward 
compatibility for 9x clients to directory services DC's. see the MS kbase 
for details before installing it. This is probably not the root of your 
problem, but it won't hurt.
