I had to manually change the NT$ARCH$ to NTAMD64 in the inf file.

Then your vcxproj file is not correct. What you're doing is a hack.

I can repro this problem with a stock installation of Visual Studio 2015 +
(8.1, 10) x (WDK, SDK).

A workaround is to add the .inf files to the "package" project. Then StampInf
and Inf2Cat get run as they should, and the .inf and .cat are added to the
output directory.
